Massachusetts wants Bovada gone
The state of Massachusetts became the latest this week to send a cease-and-desist letter to offshore operator Bovada. The company is not licensed, but is offering online casino, pari-mutuel wagering and sports betting in the Bay State. The attorney-general’s office on Thursday (3 October) sent a letter that reads in part:

It is illegal in Massachusetts to engage in commercial gambling except where expressly
authorized by the Commonwealth. Mass. G.L. c. 4, sec. 7 (definition of “illegal gaming”); G.L.
c. 23K. Bovada offers an online casino that includes among its games slots, blackjack, roulette,
baccarat, and poker, without any license issued by the Commission under Mass. G.L. c. 23K.

Betano leading in Brazil with 23% of grey betting market share ahead of Bet365

Betano is currently leading the way in Brazil with a 23% share of the grey wagering market, a new white paper from OpenBet has indicated using research from global industry data consultancy H2 Gambling Capital.
Offering exclusive data analytics and projections from H2GC, the OpenBet report revealed Betano 23%of the Brazil betting market, with Bet365 following closely behind with a 20% share.

However, the report also outlined that with the legal market set to launch on 1 January 2025, the Brazilian industry will be increasingly competitive as local brands as well as a raft of international brands seek to get their share of an onshore market that H2GC predicts could reach $10.1bn (£7.7bn/€9.2bn) in gross gaming revenue (GGR) by 2029.

Weekend Report: Brazil names betting chief, Bet365 fined in NJ

Welcome to the Weekend Report, where iGB covers the news that you may have missed over Friday, Saturday and Sunday. This week, we look at a letter calling for Austrian gambling reform and Bet365 getting fined in New Jersey.
New secretary of sports betting named in Brazil
In this week’s Weekend Report, Giovanni Rocco Neto, previously a counsellor in Brazil’s ministry of sport, will oversee the promulgation of rules and wagering launch in Brazil, reports Insider Sport. Legal, live sports betting is set to launch in January and 114 operators have applied for licences. Neto will report to sports minister André Fufuca and will be independent of the secretariat of prizes and betting. His new title is national secretary of sports betting for the economic development of sport.

In his last role, he was the chair of the committee of integrity, rights and duties in betting and gaming.

NJ regulator orders Bet365 to pay bettors $519,000 after unapproved odds’ shifts

The New Jersey Division of Gaming Enforcement (DGE) is mandating that Bet365 pay out $519,323.32 for 199 winning wagers on which the company adjusted odds without the agency's approval. The changes in odds were made on 12 different dates between 25 December 2020 and 18 November 2022.
All states do not require operators to get approval before shifting odds. Also unusual is that Bet365 must pay the bettors rather than a fine to the DGE. In many cases in New Jersey and other states, when a sportsbook violates the rules, fines are imposed.

Bet365 is among the top five operators in terms of gaming revenue in New Jersey.

The DGE gave Bet365 10 days to reimburse bettors from the time the letter went out.

Texas group to “explore” legal gambling
A group of North Texas business and community leaders formed a coalition to explore legalising casinos in the state. Former Dallas Mavericks majority shareholder Mark Cuban sold a portion of his shares to two families associated with Las Vegas Sands earlier this year. Should gambling be legalised, the entity plans to build a casino resort in Dallas.

The North Texas Commission “will study the implications of destination gaming and make recommendations regarding issues like economic development, workforce demands, infrastructure requirements, transportation and public safety impacts,” the Dallas Business Journal reported on Wednesday (24 July).

Survey reveals Betano as most recognisable brand in Brazil

Kaizen Gaming-owned Betano is the most recognisable and trusted betting brand in Brazil, a survey by Env Media has revealed.

Env Media centred its survey on the 20 most popular brands in Brazil, including the likes of Betano, Bet365 and Betfair. The study aimed to establish what operators held the greatest share of voice in Brazil by looking at their visibility and market shares.

This is ahead of the regulated market going live following the December approval of Bill 3,626/2023, legalising sports betting and igaming.

The survey asked 500 active adult bettors which operators they were both aware of and trusted. Betano led the way with 73.4% of respondents stating they recognised and trusted the operator. Bet365, meanwhile, was second, selected by 67.2% of those surveyed.

Brazilian operator Pixbet was third, recognised and trusted by 54.7% of respondents, while Sportingbet and Betnacional were selected by 42.6% and 41.6% respectively.

BetMakers pens market access deals with Bet365 in New Jersey and Colorado

BetMakers Technology Group has entered into market access agreements with Bet365 to supply the operator with its fixed odds horse racing betting offering in New Jersey and Colorado.

Under the agreements, BetMakers will offer fixed-odds bets on thoroughbred horse racing to Bet365 customers across both states. Both deals run for a period of two years.

Bet365 will be licensed to distribute BetMakers’ thoroughbred racing content to players in New Jersey. The arrangement also covers thoroughbred and harness racing in Colorado.

In New Jersey, Bet365 will pay BetMakers a market access fee. This is based on a percentage of all fixed-odds bets placed in the state on thoroughbred racing events. In addition, Bet365 will pay a content fee based on a percentage of fixed-odds bets placed in both New Jersey and Colorado on applicable BetMakers Global Racing Network content.

Survey: Bet365 beats out DraftKings, FanDuel among youngest US bettors

A new YouGov survey has highlighted the growing momentum among emerging sportsbooks in the US sports betting market.

The YouGov survey revealed that DraftKings and FanDuel are still capturing the most usage from older bettors. However, Bet365 is emerging as the dominant sportsbook among those aged 21-24.

It ranked as the top sportsbook for both the 21-24 and 25-34 age categories, above FanDuel and DraftKings. Some 31% of those surveyed between 21 and 24 had bet with Bet365 in the month prior to the survey.

Only 14% of the 21-24 age category were categorised as prospective bettors. Therefore, Bet365’s opportunity among the younger market looks set to grow further thanks to investment in the US. In total, 60% of sports bettors reported using Bet365 more, the most among all US sportsbooks.

Leading US operators launch Responsible Online Gaming Association

Seven of North America's largest operators have joined together to launch the Responsible Online Gaming Association (ROGA) in a bid to promote responsible gaming (RG).

ROGA is aiming to promote best RG practices among the industry. BetMGM, Bet365, DraftKings, Fanatics Betting & Gaming, FanDuel, Hard Rock Digital and Penn Entertainment are all collaborating.

According to the launch announcement, the companies involved represent over 85% of the legalised online sports betting and igaming industry in the US. They have pledged more than $20m (£15.8m/€18.5m) to support ROGA’s objectives over the first year of its existence.

Dr Jennifer Shatley will serve as ROGA’s executive director, tapping into her 25 years of experience within the industry and extensive work as an RG executive to facilitate widespread education on the topic.

Austrac launches investigation into Bet365 over potential AML failings

The Australian Transaction Reports and Analysis Centre (Austrac) has commenced an investigation into Bet365 over potential breaches of anti-money laundering (AML) and counter-terrorism financing (CTF) laws.

Austrac ordered an audit of Bet365 in 2022, when it assessed its compliance with the AML/CTF Act 2006. The consideration of that audit has led Austrac to deem further investigation into Bet365’s affairs as necessary.

Austrac reserves the right to take action where non-compliance is found. The government-run financial intelligence agency has fines and other regulatory powers at its disposal.

“Corporate bookmakers must have robust systems in place to ensure they can manage and mitigate risks associated with money laundering and terrorism financing,” said Brendan Thomas, Austrac chief executive.

“Businesses without adequate processes in place to manage those risks leave themselves vulnerable to exploitation by criminals.”
