Does Flamengo’s Flabet set a blueprint for sports teams to become betting operators?

Brazilian football club Flamengo’s new Flabet sportsbook could set a trend for other teams to become operators, according to two lawyers from Bichara e Motta Advogados.
Udo Seckelmann and Pedro Heitor de Araújo, who work in the gambling & crypto practice of Brazilian law firm Bichara e Motta Advogados, say other clubs may adopt a similar model to grow revenue.

Earlier this month, Flamengo revealed plans to launch Flabet with Pixbet, the club’s master sponsor, managing the brand. Essentially the arm’s-length agreement allows the operator to become an active participant in Brazil’s sports betting market, rather than only generating revenue through sponsorship.

The Flabet agreement lasts until 2027, with Pixbet paying Flamengo a minimum amount of BRL82.5m (£11.1m/€13.2m/$14.7m) over that timespan. The club will receive BRL10m in 2024, BRL22.5m in 2025 and then BRL25m in both 2026 and 2027.

Caesars’ Big Brazil and Sportingbet apply for Brazil licences

Sportingbet and Caesars Sportsbook’s Big Brazil have submitted their licence applications in Brazil, becoming the fourth and fifth operators to do so.
Sportingbet applied for a Brazil sports betting and igaming licence on Thursday (25 July). The following day, Caesars Sportsbook’s licensee Big Brazil joined Sportingbet, Betano, Superbet and Rei do Pitaco in submitting its application.

In applying during the initial 90-day window of preference, Sportingbet and Big Brazil have ensured their applications will be prioritised by the ministry of finance’s Secretariat of Prizes and Bets (SPA).

The SPA guarantees that operators who submit their applications by the 20 August deadline will have their applications processed by 1 January 2025, the anticipated launch date of the legal market.

Loterj approves operator licence for Rio Jogo

Casa de Aposta Rio Jogo (Lema) has become the fifth operator to be licensed to offer sports betting and igaming by the Rio de Janeiro State Lottery (Loterj).

Ahead of the launch of the regulated sports betting and igaming market in Brazil, operators are making steps to secure licences, with Rio Jogo now doing so thanks to an approval in the Loterj accreditation notice.

Rio Jogo becomes the fifth operator approved by Loterj, joining the likes of PixBet and BestBet. Meanwhile, seven operators are currently in the process of gaining accreditation, including Caesars Sportsbook and PNR Tecnologia.

Rio Jogo chief executive João Victor de Araújo Souza thanked Loterj for its work on implementing wagering accreditation in Brazil.

“We believe in a regulated gaming market and its legality,” the CEO said. “We are aware of the responsibilities and duties assigned to us in the contract and we affirm that we are fully prepared for the success of the project.”

PNR Tecnologia and Lema request Loterj accreditation amid IBJR criticism

PNR Tecnologia and Lema have become the latest gambling companies to seek accreditation from the Rio de Janeiro State Lottery (Loterj), which is coming under fire from the Brazilian Institute for Responsible Gaming (IBJR).

On Wednesday (3 April), PNR Tecnologia delivered documentation seeking to operate sports betting and online games with Loterj accreditation. On Friday (5 April), Lema visited the Loterj headquarters.

This was to carry out a proof of concept and evaluate its compliance with Loterj regulations. This was after Lema had previously presented its platform to operate sports betting and ilottery in March.

In March, Caesars Sportsbook-licensee BIG Brazil announced it was looking for Loterj accreditation to offer both sports betting and lottery. Loterj has since been criticised for its attempts to operate in Brazil outside its state of Rio de Janeiro.

Caesars-licensee BIG Brazil nearing lottery accreditation in Rio de Janeiro

BIG Brazil, a licensee of Caesars Sportsbook, has announced it will look to achieve accreditation with the Rio de Janeiro State Lottery (Loterj).

André Feldman, president of BIG Brazil International Games, visited Loterj president Hazenclever Lopes Cançado on Thursday. While declaring his interest in operating sports betting with Caesars in Brazil, Feldman also requested information on becoming accredited by the Loterj to offer lottery in Rio de Janeiro.

In February 2023, BIG Brazil International Games partnered with Caesars to introduce sports betting in Brazil when legalised. After Bill 3,626/2023 was approved in December, sports betting is expected to be regulated by late 2024.

“Expectations are high,” Feldman said. “We intend to enter the Caesars Sportsbook brand in Brazil, starting in Rio de Janeiro. We are already working on composing all the technical documentation to, in the next few days, officially enter into the Loterj accreditation.”

Rio’s Loterj issues first sports betting tender in Brazil

The Rio de Janeiro State Lottery (Loterj) has become the first state lottery in Brazil to issue a tender for sports betting.

Awarded to São Paulo-based Rede Loto, the five-year tender permits the operator to offer online sports wagering in the country.

Loterj said that the new tender is worth R$5.0m (£819,520/€952,405/US$1.0m).

“Since I took over the management in July last year, I had the objective of publishing the accreditation notice for sports betting; we achieved more than that,” municipality president Hazenclever Lopes Cançado said.

“We have the first company accredited and ready to operate in our country. I appreciate the unconditional support of the governor, Cláudio Castro, and the secretary of the civil house, Nicola Miccione, who believed in the project.”

Loterj added that the approval should encourage that other interested parties to register and also gain accreditation for sports betting.
